The International Center for Biosaline Agriculture (ICBA), an international center dedicated to fighting poverty, alleviating hunger and improving the lives of people in developing countries, was conceived in 1996. At that time, the Islamic Development Bank (IDB), an international financial institution located in Jeddah, Saudi Arabia, signed an agreement with the government of the United Arab Emirates (UAE), represented by its Ministry of Environment and Water (MOEW) to establish the center. IDB also attracted the support of other donors, including the Arab Fund for Economic and Social Development, the OPEC Fund for International Development (OFID) and the Municipality of Dubai. The need for ICBA arose from the realization that fresh water resources are overexploited in much of the developing world and that other sources of water must be exploited to make agricultural expansion possible. Expert consultations concluded that one such source, saline water, has never been optimally utilized for irrigated agriculture. ICBA was thus established to generate new knowledge and technology in irrigation with saline water as well as to gather, synthesize and disseminate information in this field. Making this information available to poor farmers who must rely on saline water to grow their crops will contribute to increased food and feed productivity on their farms and improve their living conditions. ICBAs R&D agenda is organized into four program areas.1. Plant Genetic Resources. 2. Sustainable Production and Management Systems. 3. Communications, Networking and Information Management. 4. Extension and Training. A brochure entitled Project Snapshots gives brief descriptions of ICBAs current projects. CBA learns from experiences the world over regarding its research agenda. We contribute to the knowledge pool as we enhance our understanding of biosaline agriculture through interaction with our partners, beneficiaries and donors. The centers programs are dynamic and continue to evolve as we respond to present and future challenges. Last but not least, I should mention here that ICBA is building strong partnerships and linkages with national programs, regional and international research centers, development agencies and private sector companies. A central feature of these partnerships is the involvement of all parties in problem identification, project planning and implementation. Let me assure you all that ICBA will continue to do its utmost to ensure successful and sustainable partnerships with all concerned parties and organizations. With your help and support we hope to achieve the objectives set forth for our center.
